International Data Sciences Inc.3 is a hand-held, battery-powered, analog test set operating in the voice range of 250 to 4000 Hz. International Data Sciences Inc.3's transmitter is completely digital and used DDS to generate pure, jitter-free sine wave tones with 1 Hz resolution and 0.01% accuracy. Tones are selected with a multi-turn knob with detents at 1 Hz increments. The transmitter level ranges from between +6 dBm and –26 dBm in 1 dB steps selectable with a multi-turn knob. Five fixed frequencies (404, 1004, 2804, 3804, 2713 Hz) and five fixed amplitudes (-13, -7, 0, +3, +6 dBm) plus five user-frequencies and five user-amplitudes are all switch selectable.

Beside the normal selection of individual tones and levels, other transmit modes include a repeating 250-4000 Hz sweep, a standard 3-tone gain slope test, and a "quiet" mode where no signal is transmitted.

International Data Sciences Inc.3 measures both frequency and level, and the level measurement can be displayed in dBm, dBrn, and Vrms. The receiver can measure signal amplitudes in the rand of +12 dBm to –70 dBm with a resolution of 0.1 dBm. Filters included 3 Khz flat, C-Msg, and 1010 notch. A speaker with volume control monitors the received signal and push-to-talk voice.
